Just imagine the fines and jailtime you'd get in the US for littering like this, not to mention the broken up families. Places like this could learn a thing or two. Yes the people are responsible, but where is the incentive to clean up. This is the fault of both the people and the govt.

Well Apathy sets in and it's over. I grew up in El Salvador up to 1986. Left to the USA close to my 13th bday. Went back last year after 37 years. The areas I grew up were much clearer than today. Of course, there was that huge gang problem that did not allow people to make improvements. If you did it meant you had money and the gangs could extort it out of you.
